Issues discussed at the NZPA
Committee Meeting, 10th October
1998 World Championships & FIPJP
Congress Report
The
NZPA Delegate, Cam Calder gave a
verbal report to the Committee.

FIPJP Congress
At this stage there is no
country willing to stage
next years World
Championships. The European
countries intend forming a
European Federation and are
working towards having a
European Championship, which
would give these countries a
strong competition. If this
was to happen, the World
Championships would be held
every second year.
Remits permitting the host
nation to enter a second
team and the defending World
Champion country to enter
two teams were passed. A
remit permitting the
replacement of a player
between ends was lost.

1998 World Championships
The championships were very
well organised. The terrain,
however, was horrendously
difficult. It was covered in
metal a bit smaller than
base course road metal,
which meant you needed to
shoot 'au fair', and play
the high lob. Our team found
playing on this terrain
extremely frustrating and
the game they won was a
credit to them.
Selection and preparation of
teams for overseas tournaments
The
committee is concerned that the
current method of selection and
preparation of teams for
overseas tournaments is
unsatisfactory. The selection of
teams for the Oceania Tournament
this year has turned into an
absolute shambles.
If
the sport of petanque is to be
taken seriously then our methods
of selection and preparation of
teams for overseas tournaments
must be of a recognised standard
(particularly in regard to what
the public, media and sponsors
expect).
It
was moved that the NZPA develop
a strategy for selecting and
preparing teams for overseas
tournaments.
Participation in overseas
tournaments
The
question of whether we should be
sending teams to the World
Championships was discussed. It
was felt that while there ware
some worthwhile benefits, the
resources committed may be more
usefully employed in ensuring
that the club structure in New
Zealand is on a more solid
footing.
Outside the two main centres
(Auckland and Wellington) dubs
are generally struggling and
require the commitment of.
resources in the form of
coaching and training. It was
suggested that we look to the
Oceania area and encourage the
formation of a strong Oceania
Championship involving countries
like New Caledonia, Tahiti and
Australia.
Another suggestion was to focus
on Australia and organise a
Trans Tasman Challenge. It could
involve not only our top teams,
but also our development teams.
A 'Bledisloe Cup of Petanque'
would raise the profile of
petanque and could attract
sponsors and media interest.
National Doubles, Putaruru, 28th
& 29th November
The
committee agreed on both the
tournament strategy and playing
format. Teams will be seeded.
The entry fee of $30.00 per
team. Entry forms will be sent
out in due course. When returned
with the entry fee, each entry
will receive a receipt and a
copy of the playing format.
Budgets
The
Treasurer expressed concern
about the cost of producing both
the 'Boules Gazette' and 'The
Bouletin'. The 'Boules Gazette'
cost $850 per issue and 'The
Bouletin' $300 per issue.
The
reaction to 'The Bouletin' has
been phenomenal and is dearly
engendering goodwill between the
committee and members. The
committee moved that publication
of the 'Boules Gazette' be
suspended for financial reasons
and 'The Bouletin' continue to
be published after each NZPA
Committee Meeting. This move
will result in a saving $2,500
per year.
Raffle
Another raffle is to be held. At
this stage it is proposed to
have the tickets ready to start
selling in January with a
closing date in mid April.
Several suggestions were put
forward as to how we could use
the proceeds. From the training
of umpires and coaches to the
sending of teams overseas.

Before our teams can participate
in the Oceania Championships the
NZPA is required to pay an
affiliation fee to the Oceania
Petanque Association. It was
moved that the NZPA pay the $600
affiliation fee.
Strategic Plan
The
'Who' and 'When' details of the
Strategic Plan were completed.
Copies of the Plan will be
circulated to all members by mid
November. It is proposed to hold
a Special General Meeting in
conjunction with the National
Doubles at Putaruru to approve
and adopt the Plan.
To
carry out the Strategic Plan a
new Constitution is required.
This will also be submitted for
approval at the Special General
Meeting. The committee believed
that if we didn’t have a Special
General Meeting and both
documents were to go to the
usual AGM, even if they were
approved, legally they wouldn’t
come into effect until the next
financial year in 2000.
Hillary Commission Funding
The
committee has allocated the
$3,000 grant to the following
areas of activity:

Developing a Strategic Plan:
$750

Increasing Membership (To be
done by regions and clubs)

Coaching: $1,250
-
Junior Development: $1,000
The
above activities were the basis
of our application to the
Hillary Commission for funding.
Junior Development - Kiwi Sport
A
draft Junior Sport Policy has
been developed to present to the
Hillary Commission for
accreditation. A start has been
made on setting up a network of
people who are committed to Kiwi
Sport and willing to put in the
effort to make it work. The
committee felt that because of
Kiwi Sport's high profile, a
number of companies would been
keen to be involved financially.
